Compare that to the per-user market: at 25 users Easy8's entry tier is about €172/mo (€6.90 per user, 10-seat minimum), and Jira is billed per seat on top of its free-for-10 tier. Redmine itself costs nothing. It is open-source software released under the GNU General Public License, with no license fee, no seat count and no feature gates. What you pay for is everything around it: a server to run it on, someone to administer it, and the time that goes into keeping it current. There are three ways to pay that bill, and they put the cost in different places.
You run Redmine on infrastructure you own or already rent. The software is free and the operations are not: the server, database and storage, backups that someone has actually restored, TLS, monitoring and outbound mail, plus the hours to patch the operating system, upgrade Redmine and its Ruby and Rails runtime, and test your plugins against each new version. Most of that cost is labor, and labor rarely appears on an invoice, which is why it gets left out of comparisons. A virtual private server gives you a machine without the hardware. The provider keeps the server running and the network up. Everything above the operating system is still yours: installing Redmine, upgrading it, patching it, backing it up and restoring it when something goes wrong. The bill is the server plus your time. The honest comparison is your number against ours. If your server is already paid for and someone on the team runs Rails applications for a living, self-hosting may well cost less.
