Redmine cloud, also called Redmine SaaS, is Redmine delivered as a hosted service instead of software you install. A provider runs the server, the Ruby and Rails stack, the database, the upgrades and the backups, and you use Redmine through a browser without owning any infrastructure. The distinction that actually matters when comparing vendors is not cloud versus self-hosted. It is whether the cloud version is still Redmine. Some hosted offerings are a fork with a different data model; some keep stock Redmine but withhold the administration panel. Redmine is free to download, which makes the cloud question look like a pure cost question. It is not, and the honest framing is a trade of money for attention.
