The pieces of a hosted workspace that are not a feature you switch on: which plan you are on, how many people that allows, and where the support link goes. There is nothing here to configure — it reports what your subscription already says and enforces the one limit that follows from it.

Most self-hosted workspaces should not install this. It exists to make a hosted workspace behave like one: the support link, the plan badge and the seat limit. On your own server there is no subscription for it to report.
If you do install it, the plan comes from a licence file or an environment variable, and everything else follows from that.
Without it, there is no seat limit at all — the other features detect no plan and open up rather than closing down. That is deliberate throughout the suite: on hardware RedminePRO does not run, there is no tier to enforce, and capping you would mean charging for a plan you never bought. In practice:
Replace the directory and restart; there is nothing to migrate. To remove it, delete the directory and restart. No account, project or issue is affected — only the hosted chrome and the seat limit disappear.
