The problem with per-seat pricing

Per-seat pricing is not expensive on day one. It becomes expensive through a series of decisions nobody records: the support lead who'd benefit from read access and doesn't get a seat, the contractor who works through someone else's login, the finance team that sees a tool cost rise 40% in a year with no change in functionality. The tool gets rationed, and a project tracker that only half the company can see is doing half its job.

Flat pricing removes the decision. On RedminePRO's Plus plan, user 12 and user 97 cost the same: nothing extra. You give access to whoever needs to see the work.

The honest counter-argument: if your team is 5 people and staying at 5, per-seat is cheaper, and a flat plan means paying for seats you don't have. Flat pricing is a bet on growth. Make sure you're actually making that bet.

Jira vs Redmine cost at 100 users, worked

Here is the arithmetic with both sides filled in. Jira bills per user per month, so its columns are the seat rate times the seat count. One detail that is easy to miss: Atlassian's per-user rate is banded by team size, and it gets cheaper as you get bigger. Every figure below is the 1–100 seat band, which is the band that applies at all four of these team sizes — Standard $9.05/user/mo and Premium $18.30/user/mo, billed monthly, verified 2 August 2026.

Above 100 seats Atlassian's rate drops into a cheaper band — $7.91 Standard and $14.54 Premium at 300 users — so if your team is larger than this table, use their calculator rather than multiplying these figures. Rates also differ by region and by contract.

The 100-user worked example. RedminePRO Plus is $79/mo, or $790 on annual billing, for up to 100 users with unlimited projects. That is the entire recurring software cost. There is no per-seat line, no separate charge for a hundredth user, and no price change if you grow from 60 to 95 people during the year. On any per-seat tool the equivalent figure is 100 × the seat rate × 12, plus whatever paid marketplace apps the workflow depends on. Run that multiplication with Atlassian's current published rate and compare it against $790.

When Jira is the better choice

We'd rather you knew this before you started a migration than after.

You're already deep in Atlassian. If your organization runs Confluence for documentation, Bitbucket for source, and Jira Service Management for support, Jira is not a project tracker you're evaluating — it's the spine of an integrated stack, and pulling it out means rebuilding the connections between four products. That's a much larger project than a data migration, and often not worth it.

You need the marketplace. The Atlassian Marketplace is enormous, and it is genuinely the largest integration ecosystem in this category by a wide margin. If your workflow depends on a specific integration — a compliance tool, a test-management suite, an enterprise reporting layer — check whether a Redmine equivalent exists before you move. Sometimes it doesn't. Redmine's plugin ecosystem is deep and mature, but it's not the same size.

You need advanced portfolio and dependency management at large scale. Jira Premium and Enterprise ship capabilities aimed at organizations running many hundreds of coordinated teams. If you're at that scale and using those features, you're using something Redmine won't replicate out of the box.

Your enterprise procurement requires specific certifications on the vendor. Atlassian publishes an extensive compliance program. If your requirement is a specific certificate held by the software vendor itself, check ours against your list before you commit.
